THE NEW SORSOGON CITY PUBLIC MARKET
It was a rainy Wednesday
afternoon last June 17, 2009 when the new Sorsogon City Public Market (wet
section) was opened to the public. The event was marked by a ribbon-cutting
ceremony and a short program with no less than Mayor Leovic R. Dioneda and
Rep. Salvador “Tatay” H. Escudero
III receiving the people of Sorsogon City as they flocked to the SCPM. This
was followed by a blessing with Bishop Arturo Bastes officiating.
The Sorsogon Public Market was originally constructed in 1978. Though it
survived typhoons and disasters in the years that followed, no major repair
was ever done by previous administrations. The wear and tear had taken its
toll and posed great danger to the health and lives of the people of
Sorsogon. Only with the leadership of Mayor Leovic Dioneda was this given
due concern and priority, the difficulties the project brought about, not
withstanding.
The City Engineering Office, thru Engr. Regino Derilo, was given imperative
instructions to inspect the SCPM. Committees were tasked to identify
problems and priority measures. A technical working group (TWG) with
personnel coming from CEO and the offices of the City Planning and
Development, City Treasurer and Sangguniang Panlungsod was created to craft
procedures to resolve the identified problems.
The TWG thru Ms. Livia Lareza from CPDO, was also dispensed to conduct a
survey with respondents from the buying public and vendors occupying the
public market wet section. The overwhelming demand (almost 100%) of the 500
respondents to repair the public market prompted Mayor Dioneda to set in
motion plans for the renovation. Series of public consultants where vendors
aired their sides were conducted and thereafter, notices for their
relocation were repeatedly sent out.
In compliance with Mayor Dioneda’s instructions, specific target periods
were set from presentation of plans and proposals, to the actual bidding
for the project, setting up of a temporary relocation site for the vendors
and finally, clearing the building for the project.
