(Health Services) provides health
services that are within reach of its constituents, both in preventive
and curative aspects. The promotion of healthy citizenry remains the most
important concern through the implementation of weekly medical and dental
services and health development programs in the barangays. It also includes
the nutrition program aimed at attaining nutritional adequacy for all.

(Educational Services) with the
City's commitment of increasing literacy rate from pre-schoolers to level,
initiated the putting up of the Kiddie Toy Library in from 1 to 12 years
old. This administration also provided necessary budget allocation to make
education, formal or non-formal, to reach the grassroots.

(Environmental Management) To
ensure continuity of the productive condition of our environment, emphasis
was made on the proper use, management, utilization, protection,
rehabilitation of our environment . The City Government building serves as
an example of a "no smoking" public place, while the anti-littering
ordinance is strictly implemented especially in the downtown areas.

In the desire to foster camaraderie and bonding among city employees,
an Inter-Color Sports tournament was held, Sports programs for the youth is
done in cooperation with the Sangguniang Kabataan through the conduct of the
Under 18 Inter-Barangay and Senior Division Open Summer Basketball
Tournament.

Social Services ) is a comprehensive package of social
welfare services that are designed to improve the living conditions of
the marginalized sector in collaboration with the different
agencies. The goal of providing decent house for the marginalized was
realized through the Gawad Kalinga and the Core Shelter Program. The
promotion of the welfare of women was strengthened by the creation of
Women's Desk and continuous implementation of the "Balay Bukas Palad" that
provides temporary shelter, assistance and protection of women.
